Entry-Level Number Skills, Measurement, and Functional Numeracy in Everyday Contexts
OCR Entry Level Certificate in Mathematics is designed for learners who are working below GCSE standard and need a formal qualification to evidence their mathematical achievement. The qualification covers core numeracy at Entry Level 1, 2, and 3 โ progressing from the most basic counting and number recognition through to practical everyday problem-solving with numbers, measures, and simple data.
The qualification uses a portfolio-based assessment model with Preliminary and Final assessments supplemented by teacher-assessed work samples. The Preliminary assessment establishes a baseline and identifies areas for development, while the Final assessment demonstrates the learner's achieved level. Moderators' reports provide guidance to teachers and centres on the standard expected at each entry level and common areas of difficulty.
Entry Level 1 covers counting, recognising, reading, and writing numbers to at least 10; adding and subtracting within 10; sorting and classifying objects; and recognising simple shapes. Entry Level 2 extends to numbers up to 100, addition and subtraction with carrying and borrowing, multiplication and division using tables facts, recognising coins and notes, and reading simple timetables and charts. Entry Level 3, equivalent to pre-GCSE standard, covers numbers up to 1000, simple fractions and percentages in context, measurements using standard units, area and perimeter of simple shapes, and extracting information from tables and bar charts.
Assessment tasks are set in practical contexts relevant to everyday life โ reading a bus timetable, calculating the cost of groceries, measuring a room, or working out how many bottles of juice are needed for a party. The qualification is widely used in special educational needs provision, adult education, and post-16 alternative programmes.

Practical Number Skills, Everyday Contexts, and Building Assessment Confidence
Entry Level Mathematics is designed to be assessed in meaningful, real-life contexts, so the most effective preparation links mathematical skills to tasks learners already encounter daily. Practise reading prices in a supermarket and calculating the total cost. Read bus or train timetables and work out journey times. Measure the length or width of objects around the home using a ruler, then convert between centimetres and metres.
For portfolio work, neatness and clarity matter: writing numbers clearly, showing working in a logical order, and labelling answers with their units (e.g., "6 metres", not just "6") demonstrate understanding to the moderator. When a task asks how many items fit into a box or how much change you receive, write out the calculation step by step rather than just stating the answer โ this ensures credit for correct method even if the final number is slightly wrong.
For Entry Level 3, fractions in context are often where learners lose marks. "Half of 24" means 24 รท 2 = 12; "a quarter of 20" means 20 รท 4 = 5. Practise recognising these as division problems rather than abstract fraction notation. Similarly, "25% of 40" means "a quarter of 40" = 10. Connecting percentage language to fraction concepts makes these calculations more intuitive.
