Construction Safety, Industry Practices, and the Built Environment Sector

WJEC Level 1/2 Award in Constructing the Built Environment is a vocational qualification for learners aged 14–16 who are interested in careers in the construction and built environment sector. Offered at both Level 1 and Level 2 within the same qualification, it provides an introduction to the construction industry — its occupations, practices, safety requirements, and the materials and techniques used in building — combined with practical skills development. Unit 1: Safety and Security is the examined component and forms the foundation of the qualification. Topics cover health and safety legislation relevant to construction sites (the Health and Safety at Work Act, the Construction Design and Management Regulations, personal protective equipment requirements), common hazards on construction sites (working at height, electrical hazards, falling objects, exposure to dust and chemicals), risk assessment processes (identifying hazards, assessing likelihood and severity of harm, implementing control measures), and site security (controlling access, site signage, protecting materials and equipment from theft). Learners are expected to identify specific hazards from site photographs or descriptions, explain the appropriate control measures, and demonstrate understanding of why certain safety practices are legally required. The qualification also introduces the main trades and occupations within the built environment — bricklaying, carpentry, plumbing, electrical installation, painting and decorating — and their roles in the construction process from foundation to completion. The qualification is assessed through the Unit 1 written examination and internally assessed practical units, and is widely used as part of vocational pathways in Welsh secondary schools preparing learners for apprenticeship routes or further education in construction and built environment subjects.

Hazard Identification, Risk Assessment Language, and Construction Site Legislation

For Unit 1, the most important skill is distinguishing between hazards (sources of potential harm — a wet floor, an unguarded edge, exposed electrical wiring) and risks (the likelihood and severity of harm arising from those hazards — the risk of slipping on the wet floor causing a fall). Exam questions about risk assessment expect you to use this language precisely: "The hazard is the unguarded roof edge. The risk is that a worker could fall from height, causing serious injury or death. The control measure is to install edge protection or barriers, as required by the Work at Height Regulations." For legislation questions, the three Acts and Regulations most commonly tested at Level 1/2 are: the Health and Safety at Work Act 1974 (which places a general duty on employers to ensure the safety of all workers so far as reasonably practicable), the Construction Design and Management (CDM) Regulations (which specify duties for clients, designers, and contractors in managing health and safety in construction projects), and the Personal Protective Equipment at Work Regulations (which require employers to provide appropriate PPE free of charge). Knowing the name, date, and main duty of each regulation earns full credit on knowledge questions. For identifying trades and their roles, create a simple table: bricklayer (builds walls and structures from brick and block), carpenter (works with timber for roofs, floors, and joinery), plumber (installs and maintains pipes, drains, and sanitation systems), electrician (installs wiring and electrical systems), and plasterer (applies plaster finishes to walls and ceilings). Each trade has specific PPE requirements and specific hazards that exam questions may ask you to identify.
