Governance, Citizenship, and Physical Readiness in BTEC Public Services
BTEC Public Services prepares students for careers in the uniformed and non-uniformed public services — police, fire, ambulance, armed forces, prison service, coastguard, and local government — by developing civic knowledge, ethical awareness, and the physical and leadership attributes required by public sector employers.
Unit 1 — Government, Policies and the Public Services examines how UK government operates across local, regional, and national tiers; the relationship between government and public services (budget allocation, accountability, inspection); major policies affecting public services (austerity, diversity and inclusion requirements, community policing strategies); and the role of international organisations (NATO, UN, EU) in shaping defence and security policy.
Unit 3 — Citizenship, the Individual and Society develops understanding of what citizenship means in a democratic society: rights and responsibilities, equality and diversity legislation (Equality Act 2010), human rights (Human Rights Act 1998, ECHR), social mobility, crime and criminology, and the role of public services in building community cohesion and safeguarding vulnerable individuals.
Unit 5 — Physical Preparation, Health and Wellbeing for the Public Services covers the fitness standards required by different services, the physiology of exercise (cardiovascular and muscular adaptations to training), nutrition and hydration for operational readiness, mental health and resilience, and first aid and emergency response procedures.

Government Structure and Fitness Physiology for BTEC Public Services
Government and policy questions in Unit 1 frequently test knowledge of the layers of UK government. Know how local authorities (district, borough, county councils), combined authorities, and devolved administrations (Scottish Parliament, Senedd Cymru, Northern Ireland Assembly) relate to central government, and understand how public services are funded and held accountable at each level. The difference between elected politicians (making policy) and professional public servants (implementing it) is a commonly tested distinction.
Equality legislation in Unit 3 requires precise knowledge of the protected characteristics defined in the Equality Act 2010: age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex, and sexual orientation. Know what direct discrimination, indirect discrimination, harassment, and victimisation mean in this context, and be able to apply these definitions to workplace scenarios.
Physiology questions in Unit 5 about adaptations to exercise training require you to distinguish between short-term (acute) responses and long-term (chronic) adaptations. During exercise: heart rate increases, stroke volume increases, cardiac output rises, ventilation rate increases. After regular training: resting heart rate falls, stroke volume increases at rest, capillary density increases, and the heart muscle hypertrophies. Know these adaptations specifically rather than describing exercise benefits in general terms.
